<br /> <br />INTERSECTION IMPACTS <br /> <br />As shown in Table 7, under Existing with Project Conditions, all three study intersections would <br />continue to operate at LOS B or better during both the morning and afternoon peak hours. It is <br />assumed that the intersection of Mabury Street & 17th Street would operate as a signalized <br />intersection under Existing with Project Conditions. According to the City significant impact <br />criteria, the Project would not cause a significant impact at any of the study intersections under <br />Existing with Project Conditions and, therefore, no mitigation measures are required. <br /> <br />As shown in Table 8, under Future with Project Conditions, all three study intersections would <br />continue to operate at LOS C or better during both the morning and afternoon peak hours. It is <br />assumed that the intersection of Mabury Street & 17th Street would operate as a signalized <br />intersection under Future with Project Conditions. The Project would not cause a significant <br />impact at any study intersection under Future with Project Conditions and, therefore, no <br />mitigation measures are required. <br /> <br />The City determined that installation of the signal at Mabury Street & 17th Street may not be in <br />place by the Project opening year. This could result in a temporary impact until the signal is <br />installed. <br /> <br /> <br />LONG-RANGE FUTURE CONDITIONS ANALYSIS <br /> <br />As mentioned in Chapter 3, the City’s long-range plan includes extending the landscape median <br />along 17th Street west of Sherry Lane/Cabrillo Park Drive. This would prohibit any eastbound <br />left-turn movements into the Project Site and any southbound left-turn movements out of the <br />Project Site. Therefore, Project traffic approaching the site from the west would have to make a <br />U-turn at the adjacent intersection to the east (Intersection 3. Sherry Lane/Cabrillo Park Drive & <br />17th Street) and make a westbound right-turn into the Project Site. Project traffic leaving the site <br />to travel eastbound would have to make a southbound right-turn out of the Project Site and <br />make a U-turn at the adjacent intersection to the west (Mabury Street & 17th Street). As shown <br />in Figure 8, nine morning and 17 afternoon peak hour trips would be making an eastbound left- <br />turn into the driveway. These trips were added to the eastbound left-turn volumes at the <br />intersection of Sherry Lane/Cabrillo Park Drive & 17th Street. As shown in Figure 8, 10 morning <br />231-84
