2.6 Traffic and Circulation <br /> Impacts <br /> The project will have significant traffic impacts on the <br /> arterial highway and freeway system surrounding the site. Increased <br />L traffic will create the need for a substantial investment in improve- <br /> ments to the existing highway and transit system and creation of a <br /> TSM/Parking Management Program capable of achieving a 20 percent shift <br /> to a ride sharing/transit mode. Even with full implementation of all <br /> reconnended transportation improvements, the project will cause a <br /> significant change in existing travel patterns. Although the project <br /> has a significant impact of the streets imnediately surrounding the <br />F: site, an even greater impact occurs on the freeways. Approximately 70 <br /> percent of the project is directly oriented to the freeways. If the <br /> freeway capacity is not increased, this traffic will be diverted to <br /> local arterials causing major congestion on Main Street. <br />I; <br /> Mitigation Measures <br />C. 1. Pay a one percent assessment fee to the areawide TSIP <br /> Program for implementation of improvements. <br />L <br /> 2. Provide funding for construction of two new freeway ramps <br />--I <br /> on the west side of Fashion Square. <br /> 3. Widen Main Street in front of Fashion Square to provide <br />L <br /> four southbound lanes and a 26 foot wide median. <br /> 4. Construct a public road around Fashion Square. <br /> 5. Widen the Main Street entrance to Fashion Square and <br /> provide funding to construct a left turn lane on Town and <br /> Country Road and modify the signal phasing. <br /> 6
