A special Christmas season traffic count was conducted during <br /> the peak hour at the intersection of Main and Town and Country (Fashion <br /> Square Entrance) to determine what changes occurred during peak shopping <br /> periods. The surprising results showed that typical Christmas and <br /> non-Christmas peak hourly intersection volume (5:00 PM - 6:00 PM) was <br /> the same (2,535 vph during Christmas compared to 2,566 vph during the <br />K non-Christmas season). <br /> Intersection Capacity Analysis <br />43 <br /> An intersection capacity analysis was conducted utilizing PM <br /> peak hour turning movement counts collected at all signalized inter- <br /> sections. Appendix TI-A shows the existing number of approach lanes at <br /> each signalized intersection along with the PM peak hour traffic volume. <br /> This information was used as the basis for the capacity analysis using <br /> L an Intersection Capacity Utilization (ICU) technique to report the~ Level <br /> of Service. In order to calibrate the ICU analysis to the actual <br /> driving characteristics of motorists encountered in the study area, a <br /> * special study of lane capacities was undertaken. <br /> The results indicate the following lane capacities per hour of <br /> green time at signalized intersections: <br /> Lane Designation Capacity* <br /> 11«= <br /> Single Left Turn Lane 1600 <br /> Dual Left Turn Lanes 2750 (1500 one lane, <br /> 1250 2nd lane) <br /> Thru Lane (including right 1700 <br /> turns) <br /> * These are actual flow rates observed at the four approaches on the <br /> intersection of Main/La Veta. The flow rate is expressed in terms of <br /> vehicles per hour of green signal time. <br /> 74
