70 <br /> peak hour trips are sufficient to cause a significant shift in both mode <br /> selection and time of travel. Such is the case with the proposed <br /> Fashion Square project. The anticipated trip generation is large <br /> compared to traffic presently existing on the streets. Several new <br /> highway facilities are proposed which will cause significant changes to <br /> occur in existing travel patterns that accompany major changes in demand <br /> (such as created by Fashion Square) and highway and transit capacity. <br /> As a result, the SATC/TSIP regional model was selected as the basis for <br /> the Fashion Square EIR traffic analysis. <br /> Scope of Work <br /> Much of the traffic analysis presented in the Fashion Square <br /> EIR traffic study was performed during the Phase Two TSIP study <br /> conducted jointly by the Cities of Santa Ana and Orange. The primary <br /> effort undertaken with regard to the preparation of the traffic sttidy <br /> for the Fashion Square project was: <br /> 1. A comparison c-f the current proposal's density with that <br /> prograroned in the SATC/TSIP Model. <br />-I <br /> 2. The conduct of a selected link analysis to isolate that <br /> traffic specifically generated by the Fashion Square <br /> project. <br /> 3. Evaluate that portion of the highway assignments <br /> attributable directly to Fashion Square. <br /> 4. Identify any impacts resulting from the Fashion Square <br /> proposal that were not included (or differed with) the <br /> overall master plan developed in the Phase Two TSIP <br /> Study. <br /> 85
