provide the Flower Street on-ramp will cause Fashion Square traffic to <br /> use Flower Street or other residential streets to reach the northbound <br /> 57 Freeway on-ramp at Chapman Avenue. <br /> Failure to provide the new Main Street slip ramp to northbound <br /> I-S would increase the southbound left turning movement to Edgewood by <br /> 688 veh in the peak period (240 veh/pk hour). An equal volume of <br /> freeway bound trips will use Main Street northbound through the La Veta <br /> Avenue intersection to the westbound Route 22 on-ramp. In effect, the <br /> entire northbound 1-5 travel demand (1,376 vehicles in the 3 hour peak <br /> period) would use Main Street thereby increasing turning movements all <br />L.. <br /> along Main Street. Construction of the new Main Street slip ramp <br /> eliminates left turns on Main Street and necessitates only right turns <br />p. and use of thru lanes, both of which have substantially less impact on <br /> critical intersection capacity. <br /> This analysis has been qualitative rather than quantitative <br /> because construction of the Broadway Overcrossing and the Owens Drive <br /> connection to the east will significantly alter existing travel patterns <br /> particularly in the vicinity of Main Street and the Santa Ana Freeway. <br /> Superimposing the freeway ramp traffic on existing intersection traffic <br /> would not be realistic. In addition, several alternate routings to the <br />It. freeways do exist. The travel patterns shown in Figure 27 are the most <br /> direct routes to the freeways, but cormiuters will opt for alternates <br /> (which avoid left turns) if substantial congestion is experienced at <br /> their primary ramp location. As an example, many motorists may opt to <br /> use the Route 22 Freeway for access to the I-S and Route 55 Freeway <br /> rather than Main Street particularly if the 1-5/Main Street interchange <br /> is not improved. <br />-I <br /> It can be concluded from this qualitative analysis that <br /> failure to provide the freeway ramp improvements proposed would severly <br /> limit development opportunities in the entire Main Street/Town and <br /> Country area.
