At the time of the EIR, residential <br />development was located north and south <br />of the Santiago Creek Trail. Residential <br />development on the southeast corner of <br />the intersection of Main Street at Memory <br />Lane is now office uses. Table 23 of the EIR <br />indicated that a 21-story building would <br />need to be setback approximately 500 feet <br />from the project boundary to preclude <br />shadows. At its nearest point, on-site <br />development would be approximately 1,000
