Local Guidelines for Implementing the <br />California Environmental Quality Act (2019) ENVIRONMENTAL IMPACT REPORT <br /> <br /> <br />2019 City of Santa Ana Local Guidelines 7-24 ©Best Best & Krieger LLP <br />(3) Projects for the cancellation of a Williamson Act contract covering more than 100 <br />acres; <br />(4) Projects in one of the following Environmentally Sensitive Areas: <br />(a) Lake Tahoe Basin; <br />(b) Santa Monica Mountains Zone; <br />(c) Sacramento-San Joaquin River Delta; <br />(d) Suisun Marsh; <br />(e) Coastal Zone, as defined by the California Coastal Act; <br />(f) Areas within one-quarter mile of a river designated as wild and scenic; or <br />(g) Areas within the jurisdiction of the San Francisco Bay Conservation and <br />Development Commission; <br />(5) Projects that would affect sensitive wildlife habitats or the habitats of any rare, <br />threatened, or endangered species; <br />(6) Projects that would interfere with water quality standards; and <br />(7) Projects that would provide housing, jobs, or occupancy for 500 or more people <br />within 10 miles of a nuclear power plant. <br />A Draft EIR may be submitted to the State Clearinghouse when a state agency has special <br />expertise with regard to the environmental impacts involved. <br />When the Draft EIR will be reviewed through the State review process handled by the State <br />Clearinghouse, a Notice of Completion (Form “H”) should be used as a cover sheet. If the City <br />uses the State Clearinghouse’s online process to submit the Notice of Completion form, the form <br />generated on the Internet site satisfies the State Clearinghouse’s requirements. <br />A sufficient number of copies of the documents must be sent to the State Clearinghouse <br />for circulation. Staff should contact the State Clearinghouse to find out the correct number of <br />printed copies required for circulation. Minimally, the City must submit one (1) copy of the Notice <br />of Completion and fifteen (15) copies of the entire document. <br />The City may submit fifteen (15) hard copies of the entire draft environmental document <br />or fifteen (15) CD-ROMs of the entire document. The document must be on a CD-ROM in a <br />common file format such as Word or Acrobat. In addition, each CD-ROM must be accompanied <br />by fifteen (15) printed copies of the Draft EIR summary (as described in Local Guidelines Section <br />6.11), executive summary, or introduction section. Form “Q” may be used as a cover sheet for <br />document transmittal. The summary allows both the State Clearinghouse and the various agency <br />CEQA coordinators to distribute the documents quickly without the use of a computer. <br />Submission of the Draft EIR to the State Clearinghouse affects the timing of the public <br />review period as set forth in Local Guidelines Section 7.28. <br />3 -120
