Consolidated Annual Performance Evaluation Report <br />September 3, 2019 <br />Page 2 <br />General Activity <br />Accomplishments <br />• Americans with Disabilities Act Improvements to the north Santa Ana Regional <br />Transportation Center (SARTC) restroom. <br />Capital <br />• Completed Willits sidewalk improvements. <br />Improvements <br />• Completed Edinger sidewalk improvements. <br />• Completed demolition and created an open space at 6th and Lacy for future <br />community park. <br />Economic <br />Development <br />. Provided three small business incentive rants. <br />9 <br />• Provided funding for 14 nonprofit organizations to administer 18 programs and <br />served a total of 2,489 persons. Specifically, youth services provided by The <br />Illumination Foundation, America on Track, OC Children's Therapeutic Arts <br />Center, Neutral Ground, YMCA and AIBI included tutoring, education, <br />recreation, fitness, and a classical music program. Youth and family services <br />provided by The Cambodian Family and the Delhi Center included tutoring, <br />education, leadership, community beautification, parent workshops, and anti - <br />bullying workshops; Criminal Record Expungement and Domestic Violence <br />legal services provided by the Legal Aid Society of Orange County. Homeless <br />Public Services <br />Services provided by WISEPIace included shelter and supportive services to <br />homeless women. Access to health and social service programs by conducting <br />outreach, education and enrollment, provided by Community Health Initiative of <br />OC. Stop -gap housing, trauma -informed care and wrap —around services to <br />homeless women provided by WISEPIace. Fair housing discrimination, <br />investigation, education & outreach activities, tenant & landlord - counseling, <br />mediations, & assistance and activities to affirmatively further fair housing <br />provided by Fair Housing Foundation. Alcohol and substance abuse services <br />provided by Second Chances of Orange County. Economic development, <br />financial counseling and housing legal assistance provided by Public Law <br />Center. <br />• Started construction of a 75-unit affordable permanent supportive housing <br />project with wrap -around supportive services for HUD -Veterans Affairs <br />Supportive Housing (VASH) eligible homeless veterans at the Santa Ana <br />Veterans Village of which 3 units are HOME -assisted units. <br />• Approved a Loan Agreement for $352,962 in HOME Program funds for the <br />development of the Santa Ana Veterans Village project. <br />• Completed a total of three single family rehabilitation projects which included a <br />Affordable <br />total $270,978 investment of CDBG funds. <br />Housing <br />• Issued FY 18/19 Request for Proposals for Affordable Housing Development <br />including $2,791,960 in HOME Program funds and $1,534,129 in CDBG <br />Program funds. <br />• Following the issuance of the RFP and review process, the Community <br />Redevelopment and Housing Commission recommended City Council to <br />approve a pre -loan commitment of $3,007,489 in HOME Program funds for the <br />development of an 86-unit new construction project at the Crossroads at <br />Washington. <br />• Approved a commitment to resubordinate existing HOME Program loans to <br />allow for the resyndication and rehabilitation of a 126-unit project at the <br />Cornerstone Apartments <br />75A-2 <br />
