Consolidated Annual Performance Evaluation Report <br />September 3, 2019 <br />Page 3 <br />• Approved a pre -loan commitment of $1,687,047 in CDBG Program funds for the <br />development of an 89-unit affordable permanent supportive housing project with <br />wrap -around supportive services for HUD -Veterans Affairs Supportive Housing <br />(VASH) eligible homeless veterans at the North Harbor Village. <br />• Provided 5 Down Payment Assistance Workshops and participated in 2 <br />Homebuyer Fairs <br />• Approved an Amendment to the Loan Agreement for an additional $407,871 in <br />expiring HOME Program funds for the development of 57 affordable housing <br />units at the Santa Ana Arts Collective of which 8 units are HOME -assisted units. <br />• Code Enforcement staff responded to and addressed 4,454 complaints covering <br />3,216 residential properties of which 1,702 were single family residences and <br />1,514 were multi -family residences within the CDBG eligible deteriorating and <br />Code Enforcement deteriorated areas. <br />• Code Enforcement staff issued 43 Notices of Violation, 64 Notice and Orders, <br />and 5,746 Administrative Citations involving residential housing. As a result of <br />these efforts, property owners have made approximately $1,932,659 in repairs <br />and upgrades encompassing 439 properties. <br />• Provided assistance to 1,278 persons through Street Outreach, Homeless <br />Prevention, Rapid Re -housing or Shelter. This number includes 184 children <br />and 57 individuals who reported as a Veteran. Numbers also include 372 <br />Homeless individuals who reported having a chronic health condition, 401 individuals who <br />Services reported having a mental health problem, and 304 individuals who reported <br />having a physical disability. <br />• Executed an Agreement for $200,000 in FY 19/20 Emergency Solutions Grant <br />funds for the operations of the Link interim emergency homeless shelter. <br />The draft CAPER reflects numbers that were available in the HUD system as of August 7, 2019. <br />The final CAPER will capture performance information from the fourth quarter that is not currently <br />available due to billing and performance reporting. For this reason, several tables in the draft <br />CAPER are incomplete. Each table in the final CAPER will be complete to show the progress <br />made in meeting the Five -Year Consolidated Plan objectives prior to submittal. The CAPER is <br />due to HUD no later than September 30, 2019 and staff must use the information that is currently <br />available. <br />HUD regulations require that the CAPER be available for a 15-day public review and comment <br />period prior to its submittal. On July 30 and on August 18, 2019, a public notice was published in <br />the Orange County Register, La Opinion, and Nguoi Viet News indicating that the draft CAPER <br />would be available for public review and comment from August 12 through September 3, 2019 <br />and that Public Hearings would be held on August 14 and September 3, 2019. The draft CAPER <br />will also be available for public review on the City's website. All comments received in written <br />form and at the above mentioned public hearing will be included in the final document submitted <br />to HUD. Due to the timeframe for submission, the final document may include minor revisions <br />pending final activity and expenditure reports. <br />75A-3 <br />
