The CAPER is
due to HUD no later than September 30, 2019 and staff must use the information that is currently
available.
HUD regulations require that the CAPER be available for a 15-day public review and comment
period prior to its submittal. On July 30 and on August 18, 2019, a public notice was published in
the Orange County Register, La Opinion, and Nguoi Viet News indicating that the draft CAPER
would be available for public review and comment from August 12 through September 3, 2019
and that Public Hearings would be held on August 14 and September 3, 2019.
