City of Santa Ana Annexation <br />Key Findings <br />AECOM performed a fiscal assessment to estimate the net fiscal impacts of providing services to the area that is <br />being proposed for annexation, referred to as the Study Area. The Study Area is roughly 25 acres in size with 49 <br />single-family and 34 multi -family residential units, and an estimated population of 309 residents. There are 3 existing <br />commercial properties in the Study Area with a combined 27,750 square feet of rentable space and approximately 20 <br />businesses. The analysis focused on fiscal impacts to the following City of Santa Ana funds: <br />• General Fund <br />The Special Gas Tax Fund and Measure M (referred to hereafter as the Road Fund) <br />The assessment primarily focuses on the fiscal impacts associated with the existing land uses within the Study Area. <br />However, it is understood that two additional proposed land uses (Chick-Fil-A and In-N-Out) may locate on vacant <br />commercial land within the Study Area so an estimated range of fiscal impact was also calculated separately to <br />provide a more complete overall assessment of the Study Area. Based on our preliminary draft findings, AECOM <br />estimates a General Fund surplus and a Road Fund deficit. The two additional proposed land uses are estimated to <br />result in an increase to the fiscal surplus. Note that these findings are in draft form and are subject to change. Proposed Land Use estimated net fiscal impacts are in addition to the Existing Land Use <br />estimates. <br />Source: AECOM <br />Factors and assumptions utilized to arrive at these estimates were based on reviews of the City of Santa Ana Fiscal <br />Year 18-19 Adopted Budget, Orange County Assessor and Treasurer data, Costar, U.S. Census data, and phone and <br />email correspondence with City staff.
