Receive and File — Pilot Parking Study Status <br />October 1, 2019 <br />Page 4 <br />In some cases, the replacement of parking could be accomplished by simply changing or removing <br />signs; in other cases, restriping streets would be required. <br />Parking (overnight) within City Parks <br />Staff is exploring details of a program specific to selected City parks whereby parking within City <br />parks for a monthly fee under a potential new and separate Permit Parking Program could be <br />considered. The cost would be significantly higher than the current on -street Residential Permit <br />Parking program, and may need to be restricted to allow residential overnight parking only. <br />Parking (overnight) within School parking lots <br />This type of permitted parking could operate in agreement with an appropriate school district, and <br />could potentially operate similar to the City Parks parking program described above. <br />Parking (overnight) within Commercial property parking lots <br />Commercial property owners were contacted to discuss their interest in renting/leasing their <br />property to allow overnight parking. Staff found that commercial properties were not interested due <br />to some of the following reasons: <br />• Vehicles not being moved prior to business hours begin <br />• On -site safety (Do the properties need to provide security, lights, cameras, etc.?) <br />• Liability (i.e., indemnification for personal safety, tripping, injury, etc.) <br />• Unclear rights for the reservation of parking spaces on their property, and ultimately <br />the control of spaces. <br />• Additional maintenance on property (e.g., trash) <br />Future Residential Developments <br />In addition to the potential remedies to accommodate the parking needs for existing residential <br />properties, the City should require future developments to provide appropriate levels of parking. <br />Potential Remedies- Reduce Demand <br />The City can explore various remedies to reduce the overall need for parking, such as improve <br />transit, pedestrian, and bicycle facilities, as well as encouraging mixed -use and transit -oriented <br />development. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #4 (support neighborhood vitality and livability), Strategy <br />B (improve neighborhood quality by locating or providing access to complementary services and <br />public facilities, including access to healthy food options (community gardens, farmer's markets, <br />corner markets, etc.) in neighborhoods). <br />19C-4 <br />
