Agreement for Street Light System Maintenance <br />October 1, 2019 <br />Page 2 <br />installation of the LED lights, however SCE was unable to provide the City an estimate of the <br />amount the City would generate from a rebate. <br />As noted City applied for Southern California Edison's (SCE) Energy Management Solutions <br />Incentives Program for Business Customers and were successful in obtaining a rebate to <br />upgrade the City -owned streetlights to LED efficient lighting. Upon project completion, SCE <br />issues the City a rebate for a portion of the project cost. To date, the Project has generated two <br />rebates (received during FY 2018-19) in the amounts of $379,151.55 and $788,532.59, which <br />totaled $1,167,684.14, with a third and final rebate amount pending. <br />The intended use of the rebates is to begin the installation of lighting in unlit areas, upgrade the <br />streetlights recently purchased from SCE, continue with LED conversions, and for ongoing <br />maintenance of City -owned streetlights. The two rebates received are recorded within the <br />General Fund (during FY 2018-19). The staff report is requesting the Council to consider <br />appropriation of the funds to the Streetlight Maintenance budget (General Fund) for encumbrance <br />under this contract with California Professional Engineering, Inc. In addition, there is $92,000 <br />budgeted in the Fiscal Year 2019-20 Streetlight Maintenance Program and, combined with the <br />rebates, provides a grand total of $1,259,684. For future years, the annual streetlight <br />maintenance budget will remain at approximately $250,000. <br />A Request for Proposals for street lighting systems maintenance services was published on June <br />20, 2019. Five proposals were received and evaluated by a five -member review panel comprised <br />of Public Works Agency staff. Emergency services response time is required to <br />be less than two hours, under normal circumstances, to make immediate or temporary repairs to <br />City -owned streetlights. Based on the proposal evaluations, staff recommends awarding a <br />contract for street lighting systems maintenance services to California Professional Engineering, <br />Inc., for a total not -to -exceed annual amount of $2,259,684. <br />20Ci-2 <br />
