Award Contract to R.J. Noble Company for Bristol Street Rehabilitation <br />from 17th Street to Santa Clara Avenue Project <br />October 1, 2019 <br />Page 2 <br />DISCUSSION <br />The City's Pavement Management Program identified Bristol Street from 17th Street to Santa Clara <br />Avenue as a high priority for street rehabilitation (Exhibit 1). Based on the adopted Pavement <br />Management Program, the pavement has deteriorated due to weather, age, wear -and -tear from <br />heavy usage vehicles. The improvements included the removal and replacement of failed asphalt <br />pavement and the replacement of damaged concrete curb, gutters, sidewalks, curb ramps, and <br />installation of traffic loops, traffic stripes and pavement markings. Once completed, these <br />improvements will enhance the ride quality and visual appearance of the street, and comply with <br />Americans with Disability standards. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on June 21 and 28 2019, and bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on July 9, 2019. <br />Through the PlanetBids online portal, vendors may register to receive notifications on all current <br />and future City projects, as well as download contract documents, receive project updates and <br />submit bids electronically. <br />A total of 201 vendors, including 8 located in the City of Santa Ana, were notified of the project via <br />PlanetBids. 32 vendors requested bidding documents and 5 bids were received. Noble Company submitted the lowest responsive bid, in the <br />amount of $615,550 (Exhibit 2). Based on the bid analysis and a contractor's reference check, <br />staff recommends awarding the construction contract to R.J. Noble Company in the amount bid <br />(Exhibit 3). <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract awarded to the lowest <br />responsible bidder, the estimated total construction delivery cost of the project includes <br />23A-2 <br />
