REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 1, 2019 <br />TITLE: <br />APPROVE AGREEMENT WITH <br />CHEMIMAGE FOR THE PURCHASE <br />OF VEROVISION MAIL SCREENER <br />AND ADANI CONPASS DUAL VIEW <br />BODY SCREENING SYSTEMS IN THE <br />AMOUNT OF $367,381.50 <br />{STRATEGIC PLAN NO. 1, 4} <br />/s/ Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTIONI <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2na Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />9I1noR11tU1 010 <br />Authorize the City Manager to execute a two-year agreement with Chemlmage Inc., for the <br />purchase of the VeroVision Mail Screener and Drug Presumptive Identification System and the <br />ADANI ConPass Dual View Full Body Security Screening System, forthe period of October 1, 2019 <br />through September 30, 2021, for a total not to exceed amount of $367,381.50, including a $20,000 <br />contingency, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />A critical mission of the Santa Ana Police Department's Jail facility is to ensure the inmates under <br />the custody of the Department are safe and secure. Many of the inmates at the Jail suffer from <br />drug addiction or have charges related to drug trafficking or sales. The two primary methods <br />currently used by inmates to traffic such contraband inside a facility is to have it sent to them <br />discreetly in their mail or to hide it within their bodies. The Jail's ability to locate this type of <br />contraband through visual mail screening and routine searches is limited. As drug overdoses <br />continue to increase within jails across the country, there is a concerted effort to mitigate this threat <br />to inmate health and safety. <br />The primary method of trafficking drugs into a jail is to hide the drug articles in letters or in the <br />creases of envelopes. The VeroVision Mail Screener and Drug Presumptive Identification system <br />uses technology that will identify drugs concealed in inmate correspondence. This state of the art <br />technology will further prevent these dangerous substances from reaching the housing unit and <br />decreasing the likelihood of drug overdose and related criminal activity. <br />The secondary method to traffic drugs in a jail is to hide it within their body. The purchase of the <br />ADANI Body Screening System will ensure such contraband is detected upon an inmate's arrival <br />25C-1 <br />
