Agreement with Chemlmage Corporation for Jail Body and Mail Security Systems <br />October 1, 2019 <br />Page 2 <br />to the Santa Ana Jail, before it can reach the inmate housing units. If undetected using the routine <br />search methods, drugs such as fentanyl would place a major health and safety risk to other inmates <br />and Jail personnel within the housing areas. This screening system would significantly increase <br />the success of finding contraband and remove the need to perform invasive strip searches on <br />inmates suspected of carrying dangerous drugs or unauthorized items. The technology used in <br />both the mail and body scanners is sole source technology offered only by Chemlmage. <br />This agreement includes the purchase of the VeroVision Mail Screener and Drug Presumptive <br />Identification $(134,800) and the ADANI ConPass Dual View Full Body Security Screening System <br />($171,000), taxes ($28,286.50), shipping and handling ($795), $12,500 in maintenance costs over <br />a two-year period, and a $20,000 contingency for unanticipated system repairs and/or <br />enhancements. The total cost of the agreement will not exceed $367,381.50 over the two-year <br />period. <br />This agreement will be funded by the Police Department's Inmate Welfare Fund. Under the <br />California Penal Code Section 4025, an Inmate Welfare Fund must provide services essential to <br />the benefit, welfare, and educational needs of the inmates confined in detention facilities. Both the <br />mail scanner and body screening system enhance the security of Jail inmates, and are therefore <br />eligible Inmate Welfare Fund expenses. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #1 - Community Safety; Objective #4 (Ensure a <br />sound fiscal model for Jail operations through coordinated efforts with personnel from the City <br />Manager's Office, Police Department, City Attorney's Office, Finance, and Personnel). <br />FISCAL IMPACT <br />Funds for this agreement are available in the Police Department's FY 2019-20 Inmate Welfare <br />Fund (account no. 02314475 66400), as follows.
