City of Santa Ana <br />Pavement Management Program Update RFP No. 19-070 <br />August 6,2019 <br />Project Team Organization <br />NCE has assembled a team highly experienced in StreetSaver® and OCTA M2 requirements. Our <br />proposed team has worked to together for many years delivering pavement management program updates <br />which include pavement condition surveys, data analysis, budget projections, and OCTA report submittals. <br />The organizational chart illustrated below details the structure of our team, roles, and percentages of <br />availability to the project. Senn <br />20% <br />Sr. Field Technician Sr. Field Technician <br />Franc Escobedo David Bivens <br />100% 100% <br />Lisa Senn, Project Manager — Ms. Senn has more than 19 years' experience completing <br />pavement engineering and transportation projects. She has managed many PMS projects <br />and has been involved in every aspect of PIMP implementation and updates including <br />collecting field data, performing condition surveys, and calculating analyses to report <br />preparation, and result presentations to decision makers, project management, and quality <br />control. <br />Currently, Ms. Senn is working with Orange County and the Cities of Thousand Oaks, Orange, Lake Forest <br />and Dana Point using StreetSaver®. She is also teaching the ASTM D6433-11 distress1 program to 35 <br />local agencies in Orange County for the Orange County Transportation Authority (OCTA). <br />Ms. Senn has provided PIMP training to over 200 city and county engineers and technicians in California. <br />Overseeing field inspections and QC procedures for projects with various agencies, Ms. Senn's clients <br />include the cities of Buena Park, Mission Viejo, Orange, Garden Grove, Cypress, Laguna Niguel, Seal <br />Beach, San Gabriel, Torrance, and Whittier in addition to the Counties of Orange, Santa Barbara, and <br />Ventura. Ms. Senn is also responsible for the field training and annual refresher training of all NCE PMS <br />personnel. <br />Page 110 <br />25D-23 <br />
