City of Santa Ana <br />Pavement Management Program Update RFP No. 19-070 <br />August 6, 2019 <br />Failing Weight Deflectometer (FWD) Testing and Analysis — NCE evaluates pavement structural <br />conditions with deflection testing using our truck mounted Dynatest FWD, a specialized tool that will assist <br />in cost-effective pavement designs for the City. In -situ conditions can be quickly evaluated to determine <br />issues, such as the extent of subgrade problems or the presence of voids/unstable soils. Pavement <br />designs for phased or staged constructions are possible, as well as the ability to model and use new <br />materials and technologies. This equipment is operated by our technicians who have over 15 years of <br />experience collecting this data. <br />NCE has assembled a team of highly experienced individuals who have implemented PMP's throughout <br />California and the West Coast. We are committed to providing our clients continuity in staff and quality in <br />service. Our staff benefits from continuous training in the latest versions of software, design, and <br />construction techniques. In addition to frequently participating in such training, we instruct others <br />throughout the engineering community. The City can count on our team to provide superior, responsive <br />service on this project. Also, NCE will not substitute key personnel without prior approval from the City. <br />The core NCE team has completed hundreds of projects together throughout California fulfilling <br />the following roles and responsibilities on similar PMP projects. <br />2 Project manager —responsible for directing the data collection activities, pavement condition index <br />(PCI) calculations, budget analyses, and preparing reports. <br />44 QC manager — responsible for calibration of the data collection activities, review of field activities, <br />including spot checks on the field crews, reviewing field procedures and making changes as <br />needed, comparing the field data collected with on -site conditions, review of data entry functions, <br />including random spot checks, review of reports generated, and analyses performed to ensure a <br />quality product. <br />@ Project engineers — perform the funding analysis and update maintenance and rehabilitation <br />decision trees. <br />4: Field technicians — perform the functions relating to data collection <br />Project Representatives <br />Our proposed Project Manager, Lisa K.
