City of Santa Ana <br />Pavement Management Program Update Rf-P No. 19-070 <br />August 6, 2019 <br />Franc Escobedo -- Senior Field Technician <br />Mr. Franc Escobedo has over 16 years of experience as a pavement management technician <br />for NCE. He has performed numerous pavement condition surveys throughout California, <br />Idaho, and Washington and has collected distress data forvarious PMS, including StreetSaver®, <br />PAVERx', and Cartegraph systems. He has collected data for the Cities of Agoura Hills, <br />Commerce, Cudahy, San Dimas, Torrance, and West Covina, and the Counties of Orange, <br />Ventura, and San Diego. Franc assists with the training of agency staff. He performs activities <br />relating to pavement data collection using hardcopy forms or tablets. As part of the QC <br />process, he performs cross-checks of data in the PMS database. He regularly performs QC <br />checks of field collected data and pavement maintenance history to ensure that PMS <br />databases are accurate and up-to-date. During this process, he generates detailed reports, <br />which are necessary to perform his cross-checks of the collected data. His field experience and <br />expertise are an added benefit to agencies during field training. Franc has performed condition <br />inspections on over 6,000 centerline miles of roads and streets. <br />= <br />Pavement Management Inspections, Various Locations. Senior Field Technician.
