REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 1, 2019 <br />TITLE: <br />APPROVE AN AGREEMENT WITH XV <br />SOLUTIONS FOR WATER SYSTEMS <br />SUPERVISORY CONTROL AND DATA <br />ACQUISITION TECHNICAL SUPPORT <br />SERVICES IN AN AMOUNT NOT TO <br />EXCEED $85,000 ANNUALLY <br />(NON -GENERAL FUND) <br />{STRATEGIC PLAN NO. 6, 1) <br />/s/ Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2i1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />we] 01III01U1ARINIM <br />FILE NUMBER <br />Authorize the City Manager to execute an agreement with XV Solutions to provide technical support <br />services for the City's water Supervisory Control and Data Acquisition systems, for a three-year <br />period beginning October 1, 2019, and expiring September 30, 2022, with provision for a two-year <br />renewal exercisable by the City Manager and City Attorney, in an annual amount not to exceed <br />$85,000, for a total amount not to exceed $425,000, including the optional extension, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Approval of this recommended action will allow the City to retain professional services for the <br />Supervisory Control and Data Acquisition (SCADA) system used by the Water Resources Division. <br />The SCADA system is the central tool in monitoring, automating, and controlling the City's water <br />production systems, such as groundwater wells, water pump stations, and pressure control <br />facilities. <br />On July 16, 2019, the Public Works Agency released a Request for Proposals (RFP) on the City's <br />online procurement portal, Planetbids, for Water Resources Supervisory Control and Data <br />Acquisition Consultant Support Services. The services to be provided include, but are not limited <br />to, SQL database support, SharePoint server support for data management, SCADA server <br />maintenance, software and file backups, routine information systems maintenance, VMWare <br />support, and Wonderware Historian support. <br />Twenty-four firms viewed the RFP and one proposal was received. The proposal was evaluated <br />by a review committee comprised of personnel from the Public Works Agency. Rating criteria <br />included firm and personnel experience, understanding of need, relevant project experience, <br />references, and schedule.
