REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 1, 2019 <br />TITLE: <br />ADOPT THREE RESOLUTIONS FOR <br />MEMORIAL COMMUNITY CENTER <br />(PHASE 1), STANDARD/MCFADDEN AND <br />RAITT/MYRTLE PARK PROJECTS FOR <br />THE SUBMITTAL OF THE STATEWIDE <br />PARK DEVELOPMENT AND COMMUNITY <br />REVITALIZATION PROGRAM GRANT <br />{STRATEGIC PLAN NO. 6, 11 <br />/s/ Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 13t Reading <br />❑ Ordinance on 2" d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />9I111111111UIFAI 101V <br />Adopt three Resolutions approving and authorizing submittal of the Statewide Park Development <br />and Community Revitalization Program grant to the State of California for projects at Memorial <br />Community Center (Phase 1), Standard/McFadden Park and Raitt/Myrtle Park. <br />DISCUSSION <br />The State of California Statewide Park Program has made $254,942,000 available to Cities, <br />Counties, Districts and Joint Powers Authorities for projects that will create, expand or renovate <br />parks. The City of Santa Ana has prepared three grant applications, which were submitted by <br />the application due date of August 5, 2019. The proposed projects included the following: <br />1. Memorial Community Center— Grant Request $8.5 Million <br />The proposed project has two phases. The application is for phase one that includes the <br />demo of the existing community center structure, construct a 26,000 square foot <br />Community Center with a multi -purpose room, community room, recreational room, <br />kitchen, additional activity rooms, staff offices, and restrooms. In addition, outdoor <br />walkways, patio, new landscaping, and security lighting around the outside of facility are <br />included. Also included is a parking lot on the north side of the park and additional <br />restrooms next to the existing pool area. The total project cost is $15,884,500. There is <br />currently $5,700,000 of funding identified for this project. Successful grant applications for <br />CDBG Funding of $1,684,500 and $8,500,000 from the Statewide Park Program will allow <br />the project to move forward. <br />55A-1 <br />
