<br />2. Award a contract to Rockforce Construction, LLC, the lowest responsible
<br />bidder, in accordance with the base bid in the amount of $7,606,500, for
<br />construction of the San Lorenzo Sewer Lift Station Project, for the term
<br />beginning upon execution of the contract and ending upon project completion,
<br />and authorize the City Manager to execute the contract subject to non-
<br />substantive changes approved by the City Manager and the City Attorney.

<br />3. Authorize the City Manager to execute an agreement with Butier Engineering,
<br />Inc., to provide Construction Engineering Services for the San Lorenzo Sewer
<br />Lift Station project, for the three-year term beginning October 1, 2019, and
<br />expiring on September 30, 2022, with provisions for two one-year extensions
<br />exercisable by the City Manager and City Attorney, in the total amount not to
<br />exceed $550,000, which includes a $479,572 project fee and a contingency of
<br />$70,428, subject to non-substantive changes approved by the City Manager and
<br />City Attorney (Agreement No. A-2019-XXX).

<br />4. Approve the Project Cost Analysis for a total estimated delivery cost of
<br />$10,058,125, which includes the contract base bid, Construction Engineering
<br />Services agreement, administration, inspection and testing, and an authorized
<br />contingency of $1,140,975, to be paid with Sewer Connection Projects funding.

<br />ADJUSTMENT FOR $63,000 {STRATEGIC PLAN NO. 6, 2A} – Parks, Recreation and

<br /> RECOMMENDED ACTION:

<br />1. Authorize the City Manager to execute an agreement with Electro Construction
<br />for the lighting retrofit project at the Santa Ana Stadium for an amount not to
<br />exceed $501,167.70, which includes a 15% contingency, for the period October 1,
<br />2019 to September 30, 2020 to be funded by an on-bill financing loan with
<br />Southern California Edison, incentive rebates and the Acquisition and
<br />Development District 2 fund, subject to non-substantive changes approved by
<br />the City Manager and City Attorney (Agreement No. A-2019-XXX).

<br />2. Authorize the City Manager to execute an on-bill financing agreement with
<br />Southern California Edison (SCE) to provide a loan in an amount up to
<br />$249,483.61 plus an additional 37,422.54, if needed, in no-interest On-Bill
<br />Financing (OBF) that will partially fund the lighting retrofit project at the Santa
<br />Ana Stadium, subject to non-substantive changes approved by the City Manager
<br />and City Attorney (Agreement No. A-2019-XXX).

<br />3. Approve an appropriation adjustment. (Requires five affirmative votes).
