The legal description for the subject property is attached hereto as Exhibit <br />A and incorporated by this reference as though fully set forth herein. <br />H. Pursuant to Santa Ana Municipal Code Section 30-6, the Historic <br />Resources Commission held a duly noticed public hearing on July 11, <br />2019 for the request for exterior modifications to the Judge Allen House. <br />I. Since the property is listed on the Santa Ana Register of Historical <br />Properties, all exterior modifications are required to meet the Secretary of <br />Interior's Standards for Rehabilitation. <br />1. The following Secretary of Interior's Standards are applicable: <br />i. Standard 1. In conformance with Standard 1, the subject <br />property will continue to be used as it was historically, as a <br />single-family home. <br />ii. Standard No. 2. In conformance with Standard 2, the historic <br />character of the subject property will be retained and <br />preserved. The second -floor addition will entail the removal <br />of materials that are non -original. In addition, the removal of <br />existing historic fabric will be minor and limited to a small <br />area of clapboard siding on the rear elevation in order to <br />accommodate the addition. The proposed work will not <br />involve the removal or alteration of any other character - <br />defining features, including the single -hung windows (with <br />Iamb's tongue details), wooden shutters, eaves with exposed <br />rafter tails. The interior spaces will be arranged in the same <br />way that they are currently. <br />iii. Standard No. 3. In conformance with Standard 3, the <br />proposed changes will not create a false sense of historical <br />development. In addition, no conjectural features or <br />elements from other historic properties would be added <br />under the project. <br />iv. Standard No. 5. In conformance with Standard 5, distinctive <br />materials, features, finishes, and construction techniques or <br />examples of craftsmanship that characterize the property will <br />be preserved. The addition does not involve the removal of <br />any historic fabric or character -defining features as noted <br />under criterion 2 above, with exception of small area of <br />clapboard siding on the rear elevation. The addition involves <br />the removal of a non -original materials which are not <br />individually distinctive, and therefore will not constitute a <br />loss. Character -defining features such as single -hung <br />windows (with Iamb's tongue details), wooden shutters, and <br />eaves with exposed rafter tails shall be preserved. <br />V. Standard No. 9. In conformance with Standard 9, the <br />addition will not destroy historic materials, features, or spatial <br />
