FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />LS 7,11,19 <br />RESOLUTION NO. 2019-07 <br />A RESOLUTION OF THE HISTORIC RESOURCES <br />COMMISSION OF THE CITY OF SANTA ANA APPROVING <br />THE CERTIFICATE OF APPROPRIATENESS FOR THE <br />PROPERTY LOCATED AT 2043 NORTH VICTORIA DRIVE <br />(HISTORIC EXTERIOR MODIFICATION APPLICATION <br />NO. 2019-06) <br />BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br />Section 1. The Historic Resources Commission of the City of Santa Ana <br />hereby finds, determines and declares as follows: <br />A. Christopher and Kelly Reinberger (Applicants) are requesting approval of <br />Historic Exterior Modification Application No. 2019-06 to allow exterior <br />modifications to the property at 2043 North Victoria Drive, historically <br />known as the Arens House. <br />B. The Arens House is individually listed as No. 609 on the Santa Ana <br />Register of Historical Properties and was categorized as "Key" in 2015. <br />C. The Arens House has distinctive architectural features of the Colonial <br />Revival (French Regency Variant) style and was built in 1949. Character - <br />defining features of the Arens House include materials and finishes <br />(stucco, stone, and wood siding); cross -gabled roof configuration and <br />detailing; casement windows; and architectural details such as diamond <br />patterned windows and sidelights, dormers, and fenestration patterns. <br />D. Pursuant to Santa Ana Municipal Code Section 30-6, no exterior physical <br />modifications, other than those identified by the Historic Resources <br />Commission for administrative approval by city staff, shall be permitted <br />with respect to a historic structure until the Historic Resources <br />Commission approves such request at a duly noticed public hearing and <br />issues a certificate of appropriateness. The Historic Resources <br />Commission shall issue the certificate of appropriateness upon finding that <br />the proposed modification(s) does not substantially change the character <br />and integrity of the historic property. <br />E. The exterior modifications are proposed in order to accomodate a 160- <br />square-foot expansion to the existing kitchen and an interior remodel. The <br />Applicants are proposing to demolish approximately 27'-0" of the southern <br />(right) elevation and 15'-0" of the east (rear) elevation, both along the first <br />floor. As part of the demolition, the Applicants would also demolish an <br />existing bay window, a casement window with a 2x4 pattern, and a non - <br />original garden window. Furthermore, the Applicants would be removing <br />an existing trellis located towards the rear, as well as an existing wood <br />
