REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 15, 2019 <br />TITLE: <br />APPROVE THE NON-PROFIT COMMUNITY <br />DEVELOPMENT BLOCK GRANT <br />APPLICATION PROCESS FOR FISCAL <br />YEARS 2020 - 2022 <br />{STRATEGIC PLAN NO. 5, 11 <br />/s/ Kristine <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2" ° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the non-profit Community Development Block Grant application and scoring criteria for <br />Fiscal Years 2020 — 2022.1 <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION MEETING <br />At its regular meeting on September 25, 2019, by a vote of 6:0 the Community Redevelopment and <br />Housing Commission recommended that the City Council approve the nonprofit Community <br />Development Block Grant application and scoring criteria for Fiscal Years 2020 - 2022. <br />DISCUSSION <br />As an entitlement jurisdiction the City receives an annual allocation of Community Development <br />Block Grant (CDBG) funds from the United States Department of Housing and Urban Development <br />(HUD) to improve low to moderate -income neighborhoods, eliminate blight and encourage <br />economic development. These funds have been used for a diverse range of programs as outlined <br />in the City's Strategic Plan, including affordable housing, street improvements, park and public <br />facilities improvements, small business start-up grants, code enforcement and public services. The <br />City may use a maximum of 15% of each annual allocation to fund public service programs provided <br />by non-profit organizations. <br />At the March 7, 2019 Community Redevelopment and Housing Commission (CRHC) meeting, <br />Commissioners made CDBG funding recommendations for Fiscal Year 2019 - 2020 and directed <br />staff to create an Ad Hoc Committee to review and revise the next non-profit CDBG application and <br />create a corresponding scoring criteria matrix for future CDBG fiscal years. At the August 20, 2019 <br />CRHC meeting, Commissioners formed a voluntary Ad Hoc Committee comprised of three <br />Commissioners (Urzua, Perez, and Garcia) and two staff members.
