Non-profit CDBG Application Process for FY 2020 - 2022 <br />October 15, 2019 <br />Page 2 <br />on August 26, 2019 and September 3, 2019 to review and revise the non-profit CDBG application <br />and to create a scoring criteria matrix. <br />Additionally, the Ad Hoc Committee recommended the following three actions: <br />1. Approval of a two-year non-profit CDBG application. Funding for the two-year non-profit <br />CDBG application will align with the recently passed Bipartisan Budget Act of 2019, which <br />established a budget for non -defense domestic spending levels for the next two years. <br />2. Approval to have the Ad Hoc Committee review and score the non-profit CDBG applications <br />on behalf of the Commission and make funding recommendations to the entire Commission <br />which will then be recommended by the Commission to City Council. <br />3. Directed staff to facilitate a study session of the City's funding priorities and strategic plan <br />goals after the Five -Year Consolidated Plan is completed. <br />The City's CDBG allocation for Fiscal Year (FY) 2020 - 2021 and 2021 - 2022 is estimated to be <br />$5,701,154 each year, assuming the City receives the same allocation as FY 2019 - 2020. The City <br />must use a maximum of fifteen percent of this allocation or $855,173 each year for public service <br />programs provided by non-profit organizations. <br />Following the approval by City Council, on November 4, 2019 staff will release the application for <br />non -profits to apply for the estimated $1,710,346 in non-profit CDBG funding for a two-year period <br />from FY 2020 — 2022. This amount includes $855,173 in CDBG funding for FY 2020 - 2021 and <br />$855,173 for FY 2021 - 2022. This amount is subject to adjustment based upon the actual CDBG <br />allocation from HUD following the approval of the federal budget. <br />Funding will be available for experienced non-profit organizations for the provision of public <br />services for the following priorities: <br />1) Crime prevention, intervention, and/or suppression efforts for children, youth and/or families; <br />2) Economic development; <br />3) Tenant Services; or <br />4) A Summer Night Lights Program. <br />Proposed programs are required to meet the national objective of an activity that provides a benefit <br />to low and moderate -income persons and align with the City's Strategic Plan. Non-profit <br />organizations will have the option of submitting a joint application with other non-profit organizations <br />to encourage collaboration and non -duplication of public services in our community. <br />Organizations will be able to apply for a minimum of $60,000 and a maximum of $150,000 per <br />program for the two-year period. Organizations that submit a joint application may request a <br />maximum of $300,000. Applications will be made available online through a grant management <br />application accessible through the City's website. The grant management application allows for <br />online application submission, rating, and reporting. Staff will be available to assist non -profits with <br />technical support throughout the application process. <br />21 A-2 <br />
