EXHIBIT 1 <br />AGREEMENT FOR SHARING CONSULTANT COSTS <br />FOR 2019 AWIA COMPLIANCE RISK AND RESILIENCY ASSESSMENTS AND <br />EMERGENCY RESPONSE PLANS FOR PARTICIPATING AGENCIES <br />(PHASES II AND III) <br />THIS AGREEMENT is made and entered into as of October 2019, by and <br />between: <br />1. Irvine Ranch Water District <br />2. City of Santa Ana <br />3. South Coast Water District <br />4. City of Huntington Beach <br />5. City of Garden Grove <br />6. Moulton Niguel Water District <br />7. Santa Margarita Water District <br />8. City of Fullerton <br />9. City of Orange <br />10. East Orange County Water District <br />11. City of San Juan Capistrano <br />12. City of Westminster <br />13. City of Buena Park <br />14. Yorba Linda Water District <br />15. City of Tustin <br />16. City of Newport Beach <br />17. City of La Habra <br />18. City of Fountain Valley <br />19. City of San Clemente <br />20. El Toro Water District <br />21. City of Brea <br />22. City of Seal Beach <br />23. Trabuco Canyon Water District <br />24. Serrano Water District, <br />(collectively "Participating Agencies" and individually "Participating Agency") and the <br />Municipal Water District of Orange County ("MWDOC"). The Participating Agencies <br />and MWDOC are also collectively referred to as "Parties." <br />RECITALS <br />WHEREAS, per Section 2013 of Title II, America's Water Infrastructure <br />Act ("AWIA"), utilities are required to design and complete an AWIA Compliance <br />Crosswalk; conduct a Risk and Resilience Assessment ("RRAs") for their <br />agency; and develop or update an Emergency Response Plan ("ERP"); and <br />WHEREAS, each Participating Agency has the responsibility under AWIA to <br />conduct a RRA and prepare an ERP for its respective agency; and <br />25C-3 <br />
