Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$2,013,960, which includes $1,663,906 for the construction contract; $261,377 for contract <br />administration, inspection and testing; and an $88,677 project contingency (approximately <br />5.3% of the construction contract amount). <br />DISCUSSION <br />The City of Santa Ana is developing safer, walkable streets for Santa Ana residents whom are <br />dependent on walking or bicycling for transportation every day. Implementation of these types of <br />improvements are the result of goals established by the City's Active Transportation Plan (ATP) <br />and ultimately increases safe bicycling and walking in the City, enhances non -motorized travel <br />infrastructure, and creates options to support the existing population. <br />The Edinger Avenue Protected Bike Lanes Project is part of the City's ATP implementation and <br />includes a type of improvement called a "Cycletrack" which is an exclusive, separated bike lane or <br />protected bikeway that has elements of both a separated path and an on -road bike lane. <br />Cycletracks are located within or next to a roadway, but is made distinct from both sidewalks and <br />general-purpose roadways using vertical barriers or elevation differences. <br />This project will install approximately 1.7 miles of protected bike lanes along Edinger Avenue from <br />Santa Ana River to Bristol Street (Exhibit 1). The proposed bike lanes will improve bicycle routes <br />to and from schools, parks, trails, local shopping centers, and high -density residential areas. <br />The City secured an Active Transportation Program grant in the amount of $1,924,000, which was <br />included in the approved Fiscal Year 2018-19 Capital Improvement Program. That amount and <br />the $89,960 for the water service relocation work referenced in the recommended action provides <br />the total financing for the project (Exhibit 2). <br />The construction scope of work includes raised concrete medians, asphalt concrete, sidewalks, <br />curbs and gutters, bus pads, driveway approaches, Americans with Disabilities Act (ADA) curb <br />ramp, pedestrian push buttons, traffic signal video detection system and traffic signing and striping. <br />The work will require relocating several water services from private property onto the public right- <br />of-way where they are typically located. Once completed, the improvements will provide safe, fun, <br />convenient, healthy, and environmentally friendly travel for all ages and abilities. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on August 30 and September 4, 2019. Bid were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on September 18, <br />2019. Through the PlanetBids online portal, vendors may register to receive notifications on all <br />current and future City projects, as well as download contract documents, receive project updates <br />and submit bids electronically. <br />20A-2 <br />
