Amend FY 19-20 CIP and Award Contract to Leonida Builder, Inc., <br />Centennial Park Walkway and Lighting Improvements Project <br />October 15, 2019 <br />Page 3 <br />Protect Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />construction delivery cost of the project will require construction administration, inspection, and <br />testing, along with an allowance for contingencies to account for unexpected or unforeseen <br />conditions. Construction administration and inspection includes construction management; <br />implementation of the City's Community Workforce Agreement requirements; inspection of the <br />Contractor's work to ensure contract compliance, workmanship, and quality; and material testing. <br />As indicated in the Cost Analysis (Exhibit 4) and as summarized in the table below, the estimated <br />total construction delivery cost of the project is $1,828,088. <br />Construction Contract <br />$1,427,850 <br />Construction Administration, Inspection and Testing <br />$214,178 <br />Contingencies <br />$186,060 <br />ESTIMATED CONSTRUCTION DELIVERY COST <br />$1,828,088 <br />The total estimated construction delivery cost will cover all staffing costs, and no additional or <br />separate funding will be used. <br />Approval of Recommended Action No. 1 above will increase the Fiscal Year 2019-20 Capital <br />Improvement Program (CIP), Centennial Park Walkway Project originally approved for $625,000 <br />by adding $150,000 of Community Development Block Grant (CDBG) funds for an amended CIP <br />total of $775,000. The added funds increase the project budget by 19% to include greater repairs <br />needed. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment Plan [e.g., neighborhood streets, traffic <br />improvements, etc.]). <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended actions are <br />exempt from further review. Categorical Exemption Environmental Review No. ER-2019-74 was <br />filed for the project. <br />FISCAL IMPACT <br />As indicated in the Cost Analysis (Exhibit 4), the estimated total construction delivery cost of the <br />project is $1,828,088, which includes construction, contract administration, inspection, testing, and <br />an authorized contingency of $186,060. Council action taken on September 17, 2019, to approve <br />carryover, unspent funds included $150,000 in additional Community Development Block Grant <br />23A-3 <br />
