Such merit advancement shall require the following: <br />There shall be on file in the Office of the Executive Director of Human <br />Resources a copy of each periodic efficiency or performance report required to be <br />made on the employee by the Civil Service Rules and Regulations and/or the City <br />Manager during the period of service time of such employee subsequent to his or <br />her last salary advancement. <br />2. The Police Chief, at least twenty (20) calendar days prior to the anticipated <br />completion of such employee's required length of service, shall file with the City <br />Manager a statement recommending the granting or denial of the step increase <br />and supporting such a recommendation with specific reasons therefore. The <br />employee shall be notified of the reasons therefore. <br />3. No advancement in salary above the lowest step in the salary rate range of the <br />designated classification shall become effective until approved by the City <br />Manager, except when placement on a salary step above the lowest step in the <br />applicable salary rate range results from promotion under the provisions of <br />Section 4.9 of this Article. <br />B. When any such employee has not been approved for advancement to the next higher <br />salary step, he or she may be reconsidered for advancement to the next higher step <br />above his or her then current step after the completion of three (3) months of <br />additional service and shall be reconsidered for such advancement after the <br />completion of six (6) months of additional service. <br />4.8. Performance Based Salary Adjustments: <br />Each Non -Sworn employee covered by this MOU who has attained Step "D" may be eligible <br />to receive an annual performance bonus as a one-time monetary incentive payment based on <br />a percentage of current annual rate of base salary in accordance with the following criteria in <br />Section 4.8A-C below. <br />Effective July 1, 2019 through December 31, 2020, eligible Sworn employees covered by this <br />MOU who have attained Step "D" or "E" may be eligible to receive an annual performance <br />bonus and/or a merit step advancement as defined in Section 4.7 of this MOU. On December <br />31, 2020, this provision will sunset. <br />Beginning January 1, 2021, Sworn employees covered by this MOU maybe eligible only for <br />an annual performance bonus who have attained Step E. Annual performance bonuses are a <br />one-time monetary incentive payment based on a percentage of current annual base salary in <br />accordance with the criteria in Section 4.8A-C below. <br />811140v2 <br />
