*:/ : 11-1111 dPA <br />■ The noise standards plus 15 dBA shall not be exceeded for a cumulative period of more than 1 minute in <br />any hour (the Ll6 level); of <br />■ The noise standard plus 20 dBA shall not be exceeded for any period of time (the I.. level). <br />In the event the existing ambient noise level exceeds any of the above noise limit categories, the cumulative <br />period applicable to the category shall be increased to reflect the ambient noise level. <br />Section 18.314 of the City's Noise Ordinance specifically excludes several noise sources from these standards <br />including, but not limited to, noise from: <br />(c) Activities conducted at any park or playground, provided such park or playground is owned and <br />operated by a public entity; <br />(e) Noise sources associated with construction, repair, remodeling, or grading of any real property, <br />provided it does not take place between the hours of 8:00 PM and 7:00 AM on weekdays, including <br />Saturday, or any time on Sunday or a Federal holiday. <br />Construction <br />As discussed above, the City of Santa Ana's Noise Ordinance exempts noise from construction activities that <br />occur during the daytime. No construction shall be permitted outside of the hours specified in Section 18- <br />314(e) of the City of Santa Ana's Municipal Code. The City of Santa Ana restricts construction activities to the <br />daytime hours of 7:00 AM and 8:00 PM Monday through Saturdays of anytime on Sunday or a federal holiday. <br />Would the project result in: <br />a) Generation of a substantial temporary or permanent increase in ambient noise levels in the vicinity <br />of the project in excess of standards established in the local general plan or noise ordinance, or <br />applicable standards of other agencies? <br />Less Than Significant Impact With Mitigation Incorporated. <br />Construction Noise Impact <br />The following analysis was prepared for the 1.09-acfe, the Raitt Street Site, as this site represents a worst case <br />scenario for construction. Both replacement park sites are vacant without any above -grade structures and <br />require mature tree removal; however, the Raitt Street Site is larger in size and more park amenities have been <br />proposed compared to 6th Street Site. The nearest sensitive noise receptors from both sites are approximately <br />70 feet from the center of the construction area. Therefore, temporary noise impacts at 0.42-acre, 6th Street <br />Site, is anticipated to be equal to or less than that of the Raitt Street Site, and the following analysis is applicable <br />to both replacement park sites. <br />Construction noise represents a short-term impact on ambient noise levels. Construction activities related to <br />the Raitt Street Site is tentatively scheduled to take approximately 2.5 months. Considering the size and generally <br />flat and vacant condition of the site, is anticipated that the construction -related traffic, in terms of the number <br />75C-111 <br />
