In general, residential development and actions that generate an increase in population result in <br />added demand on other public services such as libraries, museums, daycare facilities. The proposed project <br />involves development of three neighborhood park as replacement for the 2.6-acre of non recreational use at <br />the Centennial Park The replacement parks would serve the needs of the existing community, and would not <br />increase the population of the area. Therefore, the proposed project would not increase the demands for other <br />public facilities in the area. No mitigation measures are necessary. <br />3.15 RECREATION <br />a) Would the project increase the use of existing neighborhood and regional parks or other <br />recreational facilities, such that substantial physical deterioration of the facility would occur or be <br />accelerated? <br />No Impact. The proposed project involves development of replacement parks that would serve the needs of <br />the existing community and would not increase the use of other recreational facilities in the area. Instead, the <br />proposed project would result in additional recreational opportunities for the local community, thereby <br />generating a beneficial impact to existing park services. No impact is anticipated. <br />b) Does the project include recreational facilities or require the construction or expansion of <br />recreational facilities, which might have an adverse physical effect on the environment? <br />Less Than Significant Impact. The proposed project involves the construction of walk-up parks on vacant <br />properties surrounded by residential land uses. Impacts from the park development are addressed throughout <br />this Initial Study, and impacts have been detefmined as less than significant with mitigation. Implementation <br />of the proposed project would not have an adverse physical effect on the environment, and no additional <br />mitigation measures are required. <br />3.16 TRANSPORTATION <br />Would the project: <br />a) Conflict with a program, plan, ordinance or policy addressing the circulation system, including <br />transit, roadway, bicycle and pedestrian facilities? <br />Less Than Significant Impact. The proposed park would result in negligible increase in traffic volumes on <br />the streets in the vicinity from park employees, maintenance workers, and some users of the park would drive <br />to and from the proposed park The streets that pfovide access to the park site include 6th Street, Lacey Avenue, <br />which abuts the north and east side of the park site. The volumes of traffic that would be generated by the <br />park would be negligible because the park is proposed to be a walk-up facility that would serve the nearby <br />residential neighborhood. As currently proposed, the park would not include athletic fields, a gymnasium, or <br />other types of uses that typically generate substantial volumes of vehicular traffic <br />75C-119 <br />
