Zoning: The City of Santa Ana zoning designations are follows: <br />• Centennial Park/Santa Ana College — O (Open Space) <br />• 6th Street Site — O (Open Space) <br />• Raitt Street Site — O (Open Space) <br />• Pacific Electric Park — O (Open Space) <br />8. Description of Project: <br />The proposed project involves the construction and operation of replacement parklands in lieu of 2.6-acre <br />leased to RSCCD in Centennial Park and being operated as Santa Ana College. The replacement parklands <br />include three park sites, 6th Street Site, Raitt Street Site, and McFadden Site or Pacific Electric Park <br />McFadden Site was already constructed as the Pacific Electric Park opened in January 2018. Therefore, the <br />proposed project involves construction and operation of two community walk-up parks. <br />6th Street Site <br />The city proposes to provide a neighborhood park on the 0.42-acre site. This park would be a walk-up, <br />pedestrian park without vehicle parking lot that would primarily serve the local neighborhood. The park <br />would provide overhead shade structures, playground equipment, benches and tables, picnic azea, and a <br />skate area. The park would also provide landscaping, rock bio Swale, drywell stormwater capture system, <br />and bridges, and install nighttime lighting throughout the park The park would be gated and fenced. <br />Raiff Street Site <br />The city proposes to provide a neighborhood park on the 1.09-acre site. This park would be a walk-up, <br />pedestrian park without vehicle parking lot that would primarily serve the local neighborhood. The park <br />would provide exercise area, tot lotwith playground equipment, walking path, restroom, benches, drinking <br />fountain, picnic tables, and a skate area. Nighttime lighting would be installed throughout the park The <br />park would also provide various landscaping and trees, which incorporates drought tolerant landscaping <br />and preservation of existing trees. No fencing would be provided, except for the skate area. <br />9. Surrounding Land Uses and Setting: <br />6th Street Site <br />The 6th Street Site is surrounded by a mixture of land uses such as residential, commercial, and institutional, <br />but predominantly by multi- and single-family residential uses. The 6th Street Site is bordered by multi- <br />family uses to the south, single- family uses to the west, Garfield Elementary School and Garfield <br />Community Center to the east Lacey Street, and multi -family residential uses to the north across E. 6th <br />Street. A community retail store is at the northwest intersection of 6th Street and Lacey Street. Other <br />recreational facilities in the area include Gazfield Fitness Park approximately 400 feet to the east, Famihas <br />Corazonea Verde Park, approximately 630 feet to the south, and French Park, approximately 0.3 mile to <br />the northwest. <br />75C-51 <br />
