As the on-site/owner <br />representative for major municipal, public agency, and special district capital <br />improvement projects, Mr. Harris has successfully managed the construction of <br />mufti -million dollar water and wastewater treatment facilities, pipelines, airports, <br />solid waste landfills, water quality laboratories, and ports. Collectively, this <br />project experience represents over $700 million in construction costs. <br />Mr. Harris is an expert CPM scheduler, has established and implemented <br />effective change order control systems, negotiated change orders with <br />design/build contractors, performed routine shop drawing reviews, and <br />resolved contractor claims. As a Senior Scheduler, Mr. Harris conducts pre - <br />construction scheduling meetings with the owner and contractor to discuss the <br />scheduling specification requirements and format. The meeting facilitates <br />timely submittal, review, and approval of the contractor's baseline schedule <br />and helps to reduce the number of resubmittals. Mr. Harris evaluates and <br />monitors the contractor's baseline schedule, weekly look -ahead schedules, <br />and provides monthly schedule updates, time impact analyses (TIAs), <br />schedule revisions, and as -built schedule submittals. He is also responsible for <br />updating the overall project schedule to reflect actual progress and changes. <br />He identifies slippage of contract activities on the critical path, as well as time <br />sequence problems, early on so that the construction management team may <br />take corrective action. <br />Project F-xperlence <br />Senior Scheduler, Mid -Basin Injection: Centennial Park Project; Santa <br />Ana, CA; Orange County Water District (Completion: 2018; Value: $23.2 <br />million) —The Mid -Basin Injection project consists of the construction of the <br />following: four groundwater injection wells in below grade vaults; a monitoring <br />well at the Heritage Museum site; a purified recycled water injection supply <br />pipeline approximately 5,000 feet long that connects to the District's existing <br />Groundwater Replenishment System (GWRS) pipeline and crosses the Santa <br />Ana River; a backflush discharge pipeline approximately 4,000 feet long that <br />discharges to the Greenville -Banning Channel and Centennial Park Lake; <br />installation of submersible pumps within the four Injection wells; replacement <br />of approximately 9,5 acres of paving within the Park; demolishing an existing <br />City of Santa Ana restroom facility; and constructing two new buildings with <br />shared City and District uses. Mr. Burce is coordinating closely with the City <br />of Santa Ana, Santa Ana Unified School District, Heritage Museum, and state <br />and federal agencies. <br />Constructability, Review and Senior Scheduler, Burris Pump Station <br />Project —Phase 2; Anaheim, CA (Orange County Water District) —Mr. <br />Harris performed civil/structural design review for the Burris Pump Station <br />Project —Phase 2 as a part of Butler's construction management agreement <br />with OCWD. The scope of services included report and data review and <br />Phase 2 Design Review at the 75% design stage. Mr. Harris also provided <br />schedule review services under the construction phase of the Burris Pump <br />
