He has extensive experience In providing PM and CM <br />services for water / wastewater treatment facilities, pump stations, reservoirs, <br />pipelines, transportation, and land development projects from design through <br />construction phases. <br />Mr. Morghoim has strong decision -making, leadership, communication, and <br />technical skills. He is extremely focused on identifying potential problem <br />areas, minimizing Issues, and formulating and executing competent solutions. <br />His project management responsibilities typically include coordinating with <br />agencies and stakeholders; scheduling; preparing and reviewing cost <br />estimates; managing the construction project field office and personnel; full <br />contract administration; leading project meetings; responding to contractor <br />correspondence; negotiating and recommending monthly progress payments; <br />maintaining a daily diary of events; preparing monthly project status reports; <br />and monitoring as -built drawings. <br />Project Experience <br />Assistant Resident Engineer, Rawlings Reservoir Repair and <br />Replacement; Tustin, CA; City of Tustin (Completion: 2013; Value: $12.5 <br />million) —The City's former 4 MG hopper bottom reservoir was taken out of <br />service due to its age and deteriorating condition. After its decommissioning, <br />the City proceeded with the design of two 3.0 MG prestressed circular <br />concrete tanks to replace the reservoir. Prior to bidding, Butier assisted the <br />City with solving construction access and temporary shoring issues. The <br />project originally required the construction of a tie -back retaining wall, which <br />would have extended the project Into an adjacent property. At the City's <br />direction, Butier performed a constructability, review and proposed using a <br />cantilevered shoring system, which would keep the project within the City's <br />property line. In addition, Butier assisted the City in obtaining a temporary <br />construction easement from the adjacent landowner to the north. Use of this <br />undeveloped property provided the Project team with an access road down to <br />the bottom of the tank elevation, as well as laydown and stockpiling areas. <br />Resident Engineer, Chino Desalter Phase 3 Expansion Project; Norco, <br />CA (Chino Basin Desalter Authority) —The Chino Desalter Phase 3 <br />Expansion Project Included the drilling of six (6) additional wells, new raw <br />water and product water pipelines, and expansion of the Chino Desalter's <br />treatment facilities. The scope of the Expansion increased desalter <br />groundwater pumping from the lower Chino Basin to 40,000 acre-feet per <br />year (AF/yr) and provides at least 10 MGD of additional product water <br />capacity. The treatment processes include reverse osmosls (RC), Ion <br />exchange (IC), and air stripping. <br />
