Understanding of Need <br />PROJECT UNDERSTANDING <br />Based on our review of the project request for <br />proposal and the associated plans and <br />specifications, we understand that the San <br />Lorenzo Sewage Lift Station Project will consist <br />of construction of the following: <br />• Lift station —below ground dry and wet wells <br />• Aboveground CMU block building <br />• Three (3)15 hp dry pit sewage pumps <br />• Piping, fittings, valves, flow meter, in -line <br />grinders, rail and hoist system <br />• HVAC, ventilation and ducting <br />• Electrical and instrumentation <br />• Site grading and improvements <br />• 560 (LF) of 15" gravity sewer pipe <br />190 (LF) of 12" gravity sewer pipe <br />+ 545 (LF) of 10" force main <br />• Sewer manholes and appurtenances <br />• Abandonment of existing Segerstrom Lift <br />Station <br />The anticipated start of construction is late fall <br />2018 with a duration of 14 months. The <br />estimated cost of construction is $6 million. <br />PROJECT APPROACH <br />The Butler Team will use a project control <br />system consisting of the following four <br />elements that will provide quality <br />assurance/quality control procedures and <br />guidelines in the execution of the San Lorenzo <br />Sewage Lift Station Project. <br />a. e m • m <br />The CM Team's ability to monitor and manage <br />the Contractor's performance will be critical to <br />minimizing problems during construction and <br />potential claims. Contractor schedule <br />requirements will include substantial <br />completion deadlines and interim and final <br />completion dates. The construction progress <br />will be evaluated based on approved, <br />resource -loaded CPM schedules <br />(Primavera P6). The Contractorwill be <br />required to submit CPM schedules to the City <br />for acceptance in addition to timely, detailed <br />status Information as the work progresses. <br />The Butler Team will evaluate the Contractor's <br />actual performance by comparing actual <br />qualities completed versus planned. <br />Anticipated work to be accomplished will be <br />reviewed based on a two -week "look ahead" <br />schedule updated weekly by the Contractor. <br />Available Information must be evaluated for <br />schedule exceptions, available contractual <br />options, and corrective actions required by the <br />Contractor. <br />The CM Team will address schedule <br />variances with the Contractor at weekly <br />progress meetings. The CM Team will <br />evaluate each variance, its cause and <br />possible corrective actions, and require the <br />Contractor to provide an action plan to correct <br />unsatisfactory variances. If a satisfactory <br />resolution is not achieved and the Contractor <br />falls significantly behind schedule, the CM <br />Team will require the Contractor to submit a <br />recovery plan. The plan should address <br />mitigation efforts such as additional crews, <br />additional shifts, or developing work -around <br />schedules that move the delayed activity off the <br />critical path so that its completion will not affect <br />critical milestones. <br />eI 11111111111111111,11111M <br />The Butler Team will develop a QA/QC Plan for <br />the San Lorenzo Sewage Lift Station Project. <br />The plan will reflect a set of objectives defined <br />by City staff and assigned CM and field <br />Inspection personnel. The QAIQC Plan will be <br />organized accordingly: <br />• Organization and Responsibility; <br />• Execution and Schedule; <br />• Procedural Requirements; <br />• Requirements for Consultants; and <br />0 Project Quality Management Audits <br />
