Amend the Construction Contract with EBS Construction, Inc., for the <br />Residential Street Repair and Alley Improvement Project <br />November 5, 2019 <br />Page 2 <br />recommended to the current paving contractor, the City can take advantage of the paving contract's <br />favorable unit pricing and improve upon the quality of construction. <br />While the sewer main replacement project included its fair share of paving, staff recommends <br />assigning those funds instead to the paving contractor, resulting in more continuity of concrete <br />restorations. In addition, the paving required for the sewer work is more extensive than anticipated, <br />so the City will benefit from not only more street repairs, but also improved quality of roadway work. <br />The repairs recommended by staff are on Pomona Street from Main Street to Maple Street. Construction <br />administration and testing/inspection costs are not increasing. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users), Strategy C (invest resources <br />and technology to extend the service life of existing infrastructure to protect the City's investment <br />and support a high quality of life standard), and Strategy G (develop and implement the City's <br />Capital Improvement Program in coordination with the Community Investment Plan - e.g., <br />neighborhood streets, traffic improvements, etc.). <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended actions are <br />exempt from further review. Categorical Exemption Environmental Review No. ER-2019-29 was <br />filed for the project. In addition, a Certification of Categorical Exclusion and Statutory Work sheet <br />have been prepared in accordance with the National Environmental Policy Act. <br />23A-2 <br />
