Any city relying <br />heavily on sales tax to fund operations will be vulnerable. <br />Pasadena has the opportunity to be proactive in considering its economic future. Now, as the <br />City reviews the general plan, the opportunity is presented to stabilize Pasadena's economic <br />future and enhance the city's economic base by encouraging appropriate office development and <br />creating an environment that facilitates leasing of existing office space. This will lessen the <br />City's reliance on the cyclical revenues generated by retail sales. <br />
