Main Street, FEIR <br />Honorable Mayor Miguel Pulido and Members of the City Council: <br />OEG Ref 19-702 <br />Orosz Engineering Group, Inc. (OEG) has prepared the following comment letterforthe subject project. <br />We have reviewed the Traffic and Circulation analysis prepared for this project at the request of the <br />North Santa Ana Preservation Alliance (NSAPA). We have prepared and reviewed over 200 Traffic <br />Impact Analysis and Environmental Impact Report sections on Transportation and Circulation over the <br />past 38 years (32+ years in the Southern and Central Coast areas of California). <br />We have reviewed the Transportation and Circulation Section of the FOR and DEIR and the associated <br />technical appendices for the subject project. Based on our review, the sections of the FOR and DEIR <br />fallow and address the proper standards of care associated with the preparation of traffic studies. <br />SUMMARY <br />The FEIR that is being considered has some significant omissions. In the Transportation and Circulation <br />Section, there are potential significant impacts that has not identified, discussed or mitigated. The back- <br />up of southbound traffic on N. Main Street between Edgewood Road and Walkie Way has the potential <br />to back-up traffic and block intersections. The project is proposing to reduce the distance between <br />these intersections, while adding traffic to the back-up of traffic. In the technical studies for the project, <br />information is calculated that shows this back-up increasing into the future but was not evaluated or <br />mitigated in the report text. This is important especially considering the overly wide intersection being <br />created with the project at Walkie Way. <br />TECHNICAL EVALUATION <br />The vehicle queuing analysis summarized in the FEIR Tables T-4, T-8 and T-11 omit a key piece of data. <br />The southbound through traffic movement for the Main Street/Edgewood Road/1-5 ramps do not have <br />any queuing information. This is an important movement since the project is proposing to reduce the <br />distance between the Main Street intersections at Edgewood Road and at Walkie Way/Project Site <br />Entrance by 90 feet. This is an omission in the FEIR. <br />The existing spacing between these two intersections in the southbound direction is approximately 390 <br />feet. With the project, this distance is proposed to be reduced by 90 feet, resulting in about 300 feet of <br />available queue (backup of traffic) before the queue would impact the operation of the intersection. <br />Below is a summary of the applicant calculated queues for the southbound through movement from the <br />technical appendices. The bold numbers indicate that the expected back-up of traffic or queue would <br />impact the Walkie Way/Project Site Entry intersection. <br />PO Box 2934. Prescott.
