No one really <br />understands what the numbers mean or how to apply them to their current water <br />use. To many of my neighbors it implies a monthly billing cycle and a reset of the <br />meter and calcs at the end on each month. However, the City provides a bi- <br />monthly meter read and therefore I do not believe it can provide residents a reset <br />count of the first 10 units under tier 1 for each month. As such the rates for <br />residents may be much higher because the second month's 10 units will be <br />calculated under tier 2; something that residents don't realize because its not <br />clear in the pamphlet.
