Award Contract to Aramexx Construction for the Lincoln Avenue <br />Pedestrian Pathway from Park Lane To Santiago Creek Project <br />December 3, 2019 <br />Page 3 <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on October 8 and 13, 2019. Bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on October 22, 2019. <br />Through the PlanetBids online portal, vendors may register to receive notifications on all current <br />and future City projects, as well as download contract documents, receive project updates, and <br />submit bids electronically. <br />A total of 914 vendors, including 51 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. 42 vendors requested bidding documents and 5 bids were received. Based on the bid analysis and a contractor's reference <br />check, staff recommends awarding the construction contract (Exhibit 5) to Aramexx Construction <br />in the amount bid. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total cost to <br />deliver the project also requires construction administration, inspection, and testing, along with an <br />allowance for contingencies to account for unexpected or unforeseen conditions. Construction <br />administration and inspection includes construction management; implementation of the City's <br />Community Workforce Agreement requirements; inspection of the Contractor's work to ensure <br />contract compliance, workmanship, and quality; and material testing.
