REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 3, 2019 <br />TITLE: <br />ADOPT A RESOLUTION TO AUTHORIZE <br />THE SUBMISSION THE FY 2018/19 <br />MEASURE M2 YEAR-END EXPENDITURE <br />REPORT TO CONTINUE RECEIVING <br />COMPREHENSIVE TRANSPORTATION <br />FUNDING PROGRAM FUNDS ESTIMATED <br />AT A MINIMUM OF $4 MILLION ANNUALLY <br />{STRATEGIC PLAN NO. 6, 1G} <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />�K•�►nl►tr».ic•� <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution approving the Measure M2 Annual Expenditure Report for Fiscal Year 2018/19 <br />and authorize the Public Works Agency Executive Director to submit the report to the Orange <br />County Transportation Authority on behalf of the City Manager, as required by Measure M2. <br />DISCUSSION <br />Adoption of the Resolution approving the Measure M2 Annual Expenditure Report for Fiscal Year <br />(FY) 2018/19 (Expenditure Report) allows the City to receive approximately $4 million in annual <br />Measure M2 Fairshare funds each year, Senior Mobility Program funding, as well as to be eligible <br />for grant funding through the Measure M2 Comprehensive Transportation Funding Programs <br />(CTFP). The CTFP represents a collection of competitive grant programs offered to local agencies <br />to assist in funding street improvements, transit expansion, and environmental mitigation projects. <br />The CTFP is comprised primarily of Measure M2 funds but can include state and/or federal funding <br />sources. <br />Each year local agencies are required to submit documentation to the Orange County <br />Transportation Authority (OCTA) that includes the year-end Expenditure Report and an authorizing <br />Resolution approving the Report. The Measure M2 Expenditure Report via Resolution is a detailed <br />financial document submitted by each jurisdiction and is used to track financial activity related to <br />the Measure M2 and other improvement funds (Exhibit 1). <br />Included in the FY 2018/19 Measure M2 Expenditure Report is the end -of -year balance of funds <br />allocated toward investment in the transportation infrastructure projects. The Regional Capacity <br />Program under Measure M2 provides funding for streets and road improvements which financially <br />assisted with the following multi -year projects: Bristol <br />Street Improvements (all phases), Warner <br />55B-1 <br />
