Resolution - Approval of Measure M2 Year -End Expenditure Report <br />December 3, 2019 <br />Page 2 <br />Avenue Improvements (all phases), Bristol Street and Memory Lane Intersection Improvements, <br />Warner Avenue and Flower Street Intersection Improvements, and Fairview Street Improvements. <br />The Measure M2 Regional Traffic Signal Synchronization Program provides funding for the <br />coordination of traffic signals across jurisdictional boundaries, including project -based operation <br />and maintenance funding. The City's Harbor Boulevard Corridor Signal Synchronization Project <br />and the 17th Street Corridor Signal Synchronization Project are included under this CTFP category. <br />Projects that are funded by Measure M2 Fairshare revenues are not subject to a competitive <br />process, but fund a wide variety of projects in the City's Capital Improvement Program (CIP). <br />However, program expenditures must meet certain criteria to receive M2 Fairshare funding and <br />participate in the CTFP funding process. One major requirement is that Measure M2 Fairshare <br />revenues are subject to the timely use of funds provisions. The complete Measure M2 Fairshare <br />Project List for FY 2018 with amounts expended is included on Schedule 4 of the Expenditure <br />Re po rt. <br />The Expenditure Report also accounts for and validates receipt, interest earned, and use of <br />Measure M2 and other funds. As indicated in the report, the City received $8,001,817 in various <br />Measure M2 revenues from Fairshare, Senior Mobility Program, and competitive grant program <br />allocations, and expended a total of $14,242,507 collectively for FY 2018/19. <br />Adoption of the Measure M2 Annual Expenditure Report by Resolution is a required reporting <br />element necessary for compliance with M2 Eligibility. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />If the City does not adopt and approve for submission the FY 2018/19 Measure M2 Year -End <br />Expenditure Report as required by grant guidelines, Santa Ana will be ineligible to receive any <br />distribution of an estimated $4 million in OCTA Measure M2 Fairshare funds, along with all other <br />allocations administered through OCTA's various grant funding programs, estimated between $4 <br />million to $10 million in potential competitive revenue in FY 2019/20. <br />55B-2 <br />
