(d) The Council may declare a period set aside for presentation <br />of data to them by the City Manager, department heads, and/or <br />other persons called before them to report or answer <br />questions. When such a period is declared the time limit <br />on the presentation or report may be waived. The conduct <br />of such session shall be under the control of the presiding <br />officer and no debate or argument shall be tolerated unless <br />authorized by the presiding officer of the Council. Persons <br />other than those herein named, unless called upon by the <br />Council or the presiding officer, shall not be heard during <br />such sessions. <br />(e) The presiding officer shall have the duty of maintaining <br />order at all times and may direct that any person disturbing <br />the meeting, speaking without permission, or otherwise <br />acting in a disorderly manner, be removed from the place <br />of meeting, and any peace officer present shall carry out <br />such order. No person shall violate the order and decorum <br />of. a Council Meeting, speak without permission, or do any- <br />thing which may interfere with the quiet deliberation of the <br />Council. Any violation of this provision is declared to be <br />a misdemeanor and any person violating the same may be <br />prosecuted on a complaint signed by the presiding officer <br />or any person acting under his direction. Any peace officer <br />present in the Council Chambers or place of meeting shall <br />arrest any person violating this provision if ordered so to <br />do by the presiding officer or by a vote of the Council. <br />SECTION 2102. Councilmen Voting. <br />No member of the Council shall abstain_ from any vote unless <br />disqualified, and no disqualified member shall vote. Any <br />disqualified member shall openly state to the presiding officer <br />the fact and nature of such disqualification and shall not be <br />subject to further inquiry. Where no clearly disqualifying <br />conflict of interest appears, the matter of disqualification <br />may, at the request of the member affected, be decided by the <br />other members of the Council. A member disqualified by conflict <br />of interest shall request and be granted permission by the <br />presiding officer to absent himself from the room where the <br />Council is meeting during debate and vote on the matter.
