City of Santa Ana <br />Proposals, which appear unrealistic in terms of technical commitments, lack of technical <br />competence or are indicative of failure to comprehend the complexity and risk of this <br />contract may be rejected. <br />The following Proposal sections are to be included in the Proposer's response: <br />A. Cover Letter: <br />Proposals shall include a letter signed by a principal or authorized <br />representative who can make legally binding commitments to the entity. <br />Include form/type of business entity. Cover letter shall not exceed one page. <br />B. Background and Project Summary Section: <br />The Background and Project Summary Section should describe the <br />Proposer's understanding of the City, the work to be done, and the <br />objectives to be accomplished. Refer to Attachment A, Scope of Services, <br />of this RFP. <br />C. Proposal Submittal Requirements: <br />Complete proposals must be submitted electronically to PlanetBids, a signed <br />original proposal, plus (5) hard copies (bound), and one electronic copy on a <br />flash drive must be submitted to the City of Santa Ana, Purchasing Division <br />no later than 3:00 p.m. (PST) on OCTOBER 11, 2019. Proposals will not <br />be accepted after this deadline. Faxed or e-mailed Proposals will not be <br />accepted. NO EXCEPTIONS. The Proposal must provide sufficient detail to <br />allow for thorough evaluation and comparative analysis.
