Award a contract to All American Asphalt, the lowest responsible bidder, in accordance with <br />the base bid in the amount of $540,408, for construction of the Bristol Street Rehabilitation from <br />MacArthur Boulevard to Railroad (North of Alton Avenue) Project, for the term beginning upon <br />execution of the contract and ending upon project completion, and authorize the City Manager <br />to execute the contract subject to non -substantive changes approved by the City Manager and <br />the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of $647,760, <br />which includes $540,408 for the construction contract; $53,552 for contract administration, <br />inspection, and testing; and a $53,800 project contingency, paid with Highway Users Tax <br />Account -Road Maintenance and Rehabilitation Funds. <br />DISCUSSION <br />The City's Pavement Management System has identified Bristol Street from MacArthur Boulevard <br />to Alton Avenue as high priority for street rehabilitation (Exhibit 1). The pavement has deteriorated <br />due to weather, age, and wear -and -tear from heavy usage vehicles. The improvements include the <br />removal and replacement of failed asphalt pavement; the replacement of damaged concrete curb, <br />gutters, sidewalks, and curb ramps; and installation of traffic loops, traffic stripes, and pavement <br />markings. Once complete, these improvements will enhance ride quality and safety of motorists, <br />pedestrians, and bicycle users. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on October 2, 9, and 16, 2019. Bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on October 24, 2019. <br />Through the PlanetBids online portal, vendors may register to receive notifications on all current <br />23B-1 <br />
