Award a contract to C.S. Legacy Construction, Inc., the lowest responsible bidder, in <br />accordance with the base bid, in the amount of $927,421 for construction of the Civic Center <br />Improvements project for the term beginning upon execution of the contract and ending upon <br />project completion, subject to non -substantive changes approved by the City Manager and the <br />City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$1,159,277, which includes $927,421 for the construction contract; $139,113 for contract <br />administration, inspection, and testing; and a $92,743 project contingency (approximately 10% <br />of the construction contract amount) using Civic Center funds. <br />3. Approve the amendment to the Fiscal Year 2019-20 Capital Improvement Program to increase <br />the funds allocated for the Japanese Garden Renovation and Civic Center Mall Drought <br />Tolerant Landscaping, by $434,000 and $78,000 respectively and reducing the Courthouse <br />Drystream Project by $512,000. <br />DISCUSSION <br />The Civic Center Improvements project involves the renovation of two prominent areas within the <br />Civic Center. <br />The Japanese Pavilion and Garden in the Civic Center, adjacent to the Plaza of the Sun, was made <br />possible through donations by the Orange County Japanese American Association (OCJAA) and <br />23C-1 <br />
