Award Contract to C.S. Legacy Construction, Inc., for the Civic Center Improvements Project and <br />Approve the Amendment to the Fiscal Year 2019-20 Capital Improvement Program <br />December 17, 2019 <br />Page 2 <br />Art Ishida Landscaping, which was constructed in 1970. In preparation for its 50th anniversary in <br />May 2020, renovations and upgrades are needed to the structure, lighting and garden and for ADA <br />Accessibility. <br />The Mall Landscaping project will address the current dirt area between Santa Ana City Hall/Ross <br />Annex and the City of Santa Ana Main Library. The County of Orange recently installed a new <br />chilled water pipeline throughout the Civic Center, which resulted in the removal of all the silk floss <br />trees and grass areas. This provided an opportunity to re -landscape the area with a water -wise <br />demonstration garden representing five California landscape themes, interpretive signage and a <br />forum for programming where the public can be educated on water conservation and the use of <br />climate appropriate planting. <br />These projects together will enhance the area surrounded by the Orange County Courthouse, City <br />of Santa Ana Main Library, and Santa Ana City Hall and will be a tremendous asset to our Civic <br />Center. It provides new and welcoming outdoor spaces, an extension of the Library, and is a visible <br />continuation of the new Orange County Administration building and mall improvements recently <br />completed on the east side of Ross Street. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on August 21, 2019 and August 28, 2019. Bids were <br />received electronically via the City's web -based electronic bidding system, PlanetBids, on August <br />18, 2019. Through the PlanetBids online portal, vendors may register to receive notifications on all <br />current and future City projects, as well as download contract documents, receive project updates, <br />and submit bids electronically. <br />A total of 555 vendors, including 37 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. Bid documents were requested from 44 vendors and bids were received from 3 <br />contractors. Based on the bid analysis and a contractor's reference check, staff recommends awarding the <br />construction contract (Exhibit 3) to C.S.
