APPROVE AN APPROPRIATION ADJUSTMENT, AUTHORIZE A BUDGET <br />REALLOCATION, AND AWARD A CONSTRUCTION CONTRACT TO ALL <br />AMERICAN ASPHALT IN THE AMOUNT OF $607,840, FOR THE BRISTOL <br />STREET AND EDINGER AVENUE CLASS II BIKE LANES PROJECT WITH AN <br />ESTIMATED TOTAL COST OF $729,542 (PROJECT NO 18-6906) {STRATEGIC <br />PLAN NO. 6, 1B, 1G} – Public Works Agency <br /> <br /> RECOMMENDED ACTION: <br /> <br />1. Approve an appropriation adjustment. (Requires five affirmative votes). <br /> <br />APPROPRIATION ADJUSTMENT NO. 2020–073 – Recognizing $636,000 in Fiscal <br />Year 2017-18 Bicycle Corridor Improvement Program construction funding in the <br />Select Street Construction, Federal Grant-Indirect revenue account and reappropriating <br />the same amount in the Fiscal Year 2019-20 Select Street Construction, Improvements <br />Other Than Building expenditure account. <br /> <br />2. Authorize reallocation of $6,542 in unspent Measure M2 Fairshare funds from <br />the Bike Lane Project Development Project to the Bristol Street and Edinger <br />Avenue Class II Bike Lanes Project, to complete the City matching funds <br />requirement. <br /> <br />3. Authorize the City Manager to award and execute a construction contract to All <br />American Asphalt, the lowest responsible bidder, in accordance with the base <br />bid in the amount of $607,840, for the term beginning upon execution of the <br />contract and ending upon project completion, for the construction of the Bristol <br />Street and Edinger Avenue Class II Bike Lanes project, subject to non- <br />substantive changes approved by the City Manager and City Attorney. <br /> <br />4. Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $729,542, which includes $607,840 for the construction contract; $93,544 for <br />contract administration, inspection and testing; and a $28,158 project <br />contingency (approximately 4.6% of the construction contract amount). <br /> <br /> <br />20E.
