EXHIBIT A <br />SCOPE OF SERVICES <br />The City of Santa Ana is seeking proposals from qualified fines to provide paramedic, medical, <br />and ambulance billing and collection services. The Proposer should have the expertise needed to <br />correctly invoice for these services to Medicare/1\4acaid HMO, commercial insurance <br />companies, and private pay individuals, based on the City's fee schedule and the City's <br />Paramedic Subscription Program. <br />The City currently transports approximately 16,000+ patients per year through its third party <br />ambulance provider. The current payer mix consists of the following: <br />Medicare/MedicareHMO 31% <br />Medi-Cal/HMO 39% <br />Commercial Insurance 12% <br />Private Pay 18% <br />GENERAL PERFORMANCE REOUIREMENTS• <br />Proposers shall be responsible for modifying their billing systems to capture all necessary data <br />generated from the ambulance & paramedic billing and collection services program as an <br />electronic file and provide a description of the electronic file needed to receive data transmitted <br />from OCFA. Proposers shall work with OCFA and their electronic Prehospital Care Report <br />(ePCR) vendor to identify data input gaps, errors and other data needs, and describe a means of <br />obtaining solutions to these problems. Proposers shall provide information regarding their <br />organization's experience with ePCR software, specifically Image Trend, including a complete <br />list of their customers utilizing ePCRs and the name and contact information of the software <br />companies utilized. Proposals shall include a complete package describing billing and <br />collections, follow-up, account posting, and accounts receivable reconciliation and reporting <br />services. <br />1.
