Be specific as to how you will come into contact with clients <br />for the first time (e.g., detention center legal orientation program (LOP), detention hotline, community <br />referrals) and how the case will be selected for representation. Which detention facility(ies) will you <br />serve? Please describe what, if any, prior relationships you have with area detention centers that will <br />help facilitate your program. Organizations should propose a plan for intaking and offering <br />representations to people that is consistent with the principle of universal representation of those eligible <br />under this contract. Please describe how your program will incorporate community referrals into your <br />intake plan. <br />Like all our representation programs, ImmDef will run our intake system on a universal representation <br />model. Potential clients will be screened for eligibility based solely on contract guidelines. ImmDef will <br />primarily identify prospective detained clients through a referral system where partner legal services <br />organizations can refer prospective clients. These partner organizations include current legal service <br />providers conducting Legal Orientation Programs (LOP) at Adelanto as well as community -based <br />organizations serving the needs of immigrant communities living in Santa Ana. ImmDef will request that <br />LOP providers at Adelanto refer all pro se detainees identified as Santa Ana residents or community <br />members to ImmDef for screening for representation. <br />ImmDef will simultaneously accept referrals of Santa Ana residents detained at area detention facilities <br />from Santa Ana community -based organizations. Upon receipt of a referral, ImmDef's staff attorney will <br />conduct further screening of the client to ensure eligibility. If the client is eligible under the contract, the <br />attorney will offer representation on the spot. ImmDef will focus its efforts to represent Santa Ana <br />2 <br />251-22 <br />
